仮設応急住宅の期限は2年だが

2月議会で議論される平成25年度予算編成の考え方や主な事業等の説明会（政調会）が開催されました。 年末の政権交代により国の予算編成のスケジュールが例年に比べ遅れている為、今回の説明では現状を踏まえた各部局の予算編成の基本的な考え方の説明が中心となりました。

復興に向けてまだまだ多くの課題を抱える中で迅速な施策展開が求められるが、今回の説明で当局の認識の甘さが際立ったのが復興住宅の問題。現在、被災者は応急仮設住宅や民間借り上げ住宅等で約42,000戸が提供され生活を送っている。それに対して現在県が進めている復興住宅はわずか500戸。しかも現在調整中で完成までには1年かかるとしている。

本来、仮設応急住宅は2年ですが、今回は3年まで延長されている状況。未だにたったの500戸で「調整中」では、3年でも全く解決の目処が立たない状況と言わざるを得ません。当局の説明は住民アンケート等実施しているが、難しいところが多々ある、丁寧に対応しているところ、と3回目の正月をまた仮設住宅で迎えなければならない厳しい現実を本気で解決しようとしている気概が感じられない。 

住民の意向をまずきちんと把握することも大切だが、未曾有の災害にあった状況では県がきちんと現状の的確な分析（汚染度の綿密な調査結果）と地域の将来ビジョンを提示して、選択肢を示さなければ住民もアンケートにどの様に答えて良いのか判らないと言うのが実情ではないだろうか。 

そして全て県でやろうとしているから進まない。民間に補助の枠組みと将来活用の条件を提示すれば、復興住宅の建設はもっと進むのではないだろうか。県としても将来的なコスト負担を考えれば、補助金として一時的な支出で抑えることが出来るメリットと比較検討をするべきだろう。その上で民間が動きやすい様に条件整備をすることも行政の大切な役割のひとつだろう。

兎に角、極力多くの被災者が3回目のお正月をちゃんとした住宅で迎えられる様にあらゆる可能性に挑戦するべきだろう。

最後にもうひとつ。復興住宅と併せて問題となるのが「仮の町」の問題。説明のなかで当局は対応によっては「町村の消滅」につながる可能性について言及した。とても厳しいことだが、これもきちんと直視して議論を重ねなければならない大きな課題だろう。その為にもやはり地域の現況に関する詳細な調査結果と県の考える将来像を示すことが大切だ。
